Consulting Services
STAR has an introductory consulting session that can help you understand the field, current trends, and licensing needs. We offer you an opportunity to ask questions and get up to date and professional answers! This is a good first step to figure out if a business in the disability field is right for you. We can help! However, there are items that need to be completed before meeting with us. Preparing these items ahead of time helps you know what will be expected of you from the Department of Human Services and will ensure we are able to help. There are many things we cannot do for you which are required as part of the application. In order to be respectful of the time and money you dedicate to meeting with us, we strongly encourage you to make sure all of these items are completed to the best of your ability before booking a consulting appointment. STAR offers Policies, Procedures, and Forms for 245D Basic, 245D Intensive (Residential, Day, and Community-Based), PCA, and Adult Day Services. Policies, procedures, and forms can be purchased individually or as a set.
We can help with that! Our rates for consultation are $120.00/hour for program consulting and $150.00/hour for finance or executive consulting. Initial consultation appointments with new customers are for up to one or two hours. Any further consultation completed at our office in Saint Paul or done remotely (via phone, email, virtual meeting, on your behalf, etc.) is not subject to a minimum. If we do an onsite visit, we charge $0.55 per mile, and there may be a minimum amount of hours for site visits (there may also be an overnight charge depending on the distance and time of your meeting). We never charge a percentage of your waiver funds, and you only pay for what you use. You can choose how many hours you want to budget or how much support you would like us to provide. We have helped many agencies with their correction orders, fines, and conditional licenses, and we work with you to create sustainable changes to be compliant and that work for your agency. We have training on the 6790C form and Cost Reporting available on demand through our Virtual Classroom. We also offer financial consulting at the rate of $150.00 per hour. Yes! STAR is proud to provide services to agencies across the state of Minnesota. We will travel to your site for consulting and make it as cost effective as possible. STAR can assist you with annual updates on changes to policies and procedures that occur through legislation or rule changes. We work with our customers to ensure that they are always operating with the most current information. You can also join our email list to receive field-related news and important updates.
Training Services
We’ve created a handy guide that breaks down the training requirements. Complete requirements are available in Minnesota Statutes, chapter 245D.09 and MN Rules, chapter 9544.0090.
We understand that getting staff through required training in a timely manner is important. Live classes are offered at various times throughout the month including daytime, evening, and weekend hours. Online courses are available 24/7. We can even bring our classes to your location.
For the convenience of our customers, the bulk of our manager training is now available through our Virtual Classroom. We offer a variety of courses, both live and on demand, on topics ranging from person-centered practices to supervisory skills to 245D specifics like writing outcomes, CSSP addendums, positive support strategies, IAPPs, SMAs, and more!

We offer 245D and 9544 (PSR) orientation/annual training, professional development, and mental health training online. Online Training is available in both pay-as-you-go and subscription formats.
If you’re looking for management training online, check out Virtual Classroom. Live, virtual courses on a variety of management-level topics are offered monthly and also available on demand.
Two of our most popular management classes are The Nuts and Bolts of 245D Program Standards and Overview of 9544: The Positive Supports Rule. Both are offered regularly, in person and virtually.
Our Designated Coordinator/Manager Development Program is an interactive course designed to help participants gain the knowledge, confidence, and skills necessary to be a successful Designated Coordinator or Manager, especially for Intensive 245D Services. The DCDP course is intended to provide comprehensive training on management duties commonly required in licensed services and how to implement them at your agency.
Yes! STAR travels to agencies across the state of Minnesota. We can also provide private, virtual training if that better suits your organization’s needs. You can request a quote for agency site training.

Person-Centered Services
Person-Centered Planning processes empower people to create a life that is meaningful to them. PCP focuses on the person and their needs and puts them in charge of defining the direction for their lives.

Staffing Services
All staff receive the following 245D and Positive Supports Rule (9544) training: CPR/First Aid Certification, Positive Supports Rule Core, Emergency Use of Manual Restraint, Service Recipient Rights, Universal Precautions, Emergency Procedures, Data Privacy, Documentation, Minimizing the Risk of Sexual Violence, Fraud Prevention, Recognizing and Reporting Maltreatment, and Person-Centered Practices.
Our training infuses a strong emphasis on person-centered philosophy to ensure cares are provided with consideration to an individual’s own preferences.
